Due to funding requirements, the landscape incentive programs are only available for owners with current living lawn.

The landscape incentives are available in cities/towns/counties that have adopted Water Efficiency Standards. To see a list of municipalities that have adopted Water Efficiency Standards, please visit the Division of Water Resources
No, in order to receive a landscape incentive, the removed lawn must be replaced with at least 50% plant coverage.
Some water districts are providing incentives for commercial businesses and private institutions. To see if your business qualifies, please select your water provider from the drop down list on the homepage, and then go through the steps of the landscape incentive calculator.
- A class is required prior to submitting your application: For small projects take Flip Your Strip and Side Yard, and for full Localscapes project take Localscapes University.
- A landscape plan must be submitted with your application. An example landscape plans can be found here, however the submitted landscape plan must be unique to your property/project.
- An initial site visit is required prior to starting your project. The project area must have living, maintained lawn in order to qualify for the incentive.
- Plants: Perennials are planted to cover 50% of project area at maturity (does not include tree canopy, bulbs, or annuals). Plants in park strips cannot be taller than 24 inches at maturity.
- Irrigation: One type of drip irrigation is used per zone. Drip irrigation is not connected to an overhead spray zone. Pressure regulator and filter are installed and accessible. Drip emitters are rated at 5GPH or less. Bubblers, micro-spray emitters, and soaker hoses are not used.
- Hardscape: Hardscape can cover 100% of a partial-yard project area if the landscaped area adjacent to the project has 50% living plant material in the front yard and 25% in the back yard. Hardscape cannot be used on a park strip conversion.

- Project area must be currently landscaped with living, well-maintained lawn. If lawn has been killed or removed prior to a pre-conversion site visit, you are not eligible for this program.
- The applicant must be in good standing with a participating water provider. Unpaid water bills will disqualify applicants from the program.
- Applicants must participate voluntarily. Projects required by governmental codes or policy are not eligible for this program.
- Projects must be located in an eligible area. A list of Cities that have adopted the necessary landscape standards is listed at https://weberbasin.com/Conservation/Rebates.
- Projects that replace lawn with artificial turf are not eligible.
- Projects replacing a traditional lawn area with a native or drought tolerant lawn, are not discouraged, but are not eligible for the rebate program. This is a lawn removal program.
- Replacement of existing drip, mulch/rock/gravel, or plants does not qualify for a rebate. This program is intended for lawn replacement only.
- It is the applicant's responsibility to verify that their project complies with city ordinances and requirements.
- A specific "Landscape Lawn Exchange" class will be required of all participants. This class will be available to watch online at your convenience. A code to view the online class is sent via email after applicants are approved for the program.
- An agreement will be required to be signed by each participant.
- Projects that have been started or completed before applying, before the digital site visit, or signed agreement will be ineligible for this program.
- Applicants must apply for rebates through Washington County's Rebate Portal.
- Do not start your landscape conversion project until the district has completed a pre-conversion inspection and authorizes you to proceed.
- Only a current property owner of record or his/her authorized representative with an existing municipal water account in good standing can apply for the rebate program.
- Areas for conversion must be living, maintained grass.
- Any grass remaining in the conversion area must be a minimum of 8 feet wide.
- Projects must be within cities served by the Washington County Water Conservancy District (district) that have adopted a qualifying water efficiency ordinance for new construction. Eligible cities include St. George, Washington, Santa Clara and Ivins.
- Properties connected to a municipal system that use secondary irrigation and/or treated wastewater are eligible.
- Properties using private groundwater rights are not eligible.
- Projects to comply with government regulations or policies are not eligible.
- Participants are responsible for complying with all applicable laws, codes, policies, covenants, conditions and restrictions.
- Deceptive applications are subject to inspections at any time and will be denied if proven inaccurate and/or untrue.
- Minimum project size: 300 square feet of grass
- Project area must be currently landscaped with a living, maintained lawn. If lawn has been killed or removed prior to a pre-conversion site visit and application approval, you are not eligible for this program.
- Project area must be 200 square feet or larger.
- Applicant must be in good standing with a participating water provider. Unpaid water bills will disqualify applicants from the landscape rebate program.
- Applicant must be participating voluntarily. Projects required by governmental codes or policy are not eligible for this program.
- Applicant acknowledges and verifies the lawn conversion project will not violate any applicable law, regulation, ordinance, zoning requirement, contractual obligation or other legal limitation.
- Applicant must be the property owner and have the legal authority to authorize the removal and replacement on the project area.
- Applicant may not have received a rebate for this program in the past.
- Applicant agrees not to return a project area to lawn after replacing it with waterwise landscaping and receiving an incentive to do so.
- Rebate checks will be made payable to the property owner
- Drought-resistant perennials and/or shrubs must cover (canopy cover) at least 50% of the converted project area at maturity.
- Trees are encouraged, but may not be used to satisfy the 50% plant and shrub coverage requirement
- All treatment locations in the project area, not otherwise covered in artificial turf, concrete, brick, or stone shall be covered in 3-4 inches of permeable gravel, rock, bark, compost mulch, or similar material to control weeds and improve the appearance of the landscaping.
- Completed project area must be irrigated with a low-volume drip system that Replaces the existing irrigation system servicing the project area minimizes evapotranspiration losses, maintains the project area's drought-resistant plants, shrubs and trees in a healthy state will be verified by entity inspecting the project area. Bubblers, micro-spray emitters and toggers are not allowed.

- Once your account is created, you will need to add your property. A UWS technician will validate your property and you will be shown which programs are available in your area.
- Take a class prior to submitting your application. Class requirements vary by region, see eligibility requirements above.
- Submit a landscape plan with your application. An example landscape plans can be found here, however the submitted landscape plan must be unique to your property/project.
- A technician will review your application and schedule an initial site visit.
- A landscape plan helps us determine your project's eligibility, and helps you meet the planting requirements.
Due to the high volume of applicants, we only have a digital version of our application.
Our technicians review new applications daily. During certain times of year, the volume of applications may take several days to review. If you have not heard from a UWS technician within two weeks of submitting your application, please contact us here.
Once you have completed a project and scheduled a final site visit, the incentive will be sent within 6 weeks.
In some cases, a UWS technician can complete their inspection from the road or virtually and will not need to talk to the resident.
Sign into your UWS dashboard here. Click on My Programs and Incentives. Under your property address, click on Change Appointment to select a new date and time.
This is not a scam. This is how the water district sends digital agreements.
Since the incentive amounts often exceed the federal reportable limit for income taxes, we are required to collect a W-9 for each application.
A water bill is required to confirm your property location and ownership.
