What if I’ve already started on my project and have removed all my lawn?
Due to funding requirements, the landscape incentive programs are only available for owners with current living and maintained lawn.
Do we qualify for the program if we live in an HOA?
Most HOA residents can qualify for a program provided the home’s landscaping is the property of the applicant, not the HOA. Before applying, check with your HOA to learn about any landscaping rules specific to your property. For detached homes, House Bill 217 prevents HOA’s from requiring you to keep lawn on your property, but HOA’s may require landscape projects, plans, and materials to be approved by the HOA board prior to making changes. Why is the landscape incentive not available in my area yet?
The landscape incentives are available in cities/towns/counties that have adopted Water Efficiency Standards required by the Division of Water Resources. If the city in which you live is not currently eligible for the program, we invite you to speak with city officials in your area and encourage them to pass the necessary standards.
Can I just put in rock, no plants or irrigation?
No, to receive a landscape incentive, the removed lawn must be replaced with at least 50% perennial plant coverage at the ground level and approved drip irrigation.
Is my business eligible for an incentive?
Yes, incentives are provided for commercial businesses and private institutions.
How do I know if my grass is eligible
Qualifying lawns are living, maintained, and reasonably free of weeds. It can sometimes be hard to tell if your grass is dormant or dead.
How do I know if I have 50% plant coverage?
Plant coverage is calculated using the plant’s mature width which can be found on the plant tag at purchase. Our Plant Coverage Calculator is a helpful resource in determining if you will have 50% perennial plant coverage.
Why don't you incentivize artificial turf?
Research has shown that artificial turf can cause much more environmental harm than it can offset by its water-saving potential. Living plants and permeable materials can provide habitat for pollinators, cool landscapes, and still achieve water savings.
Can I be incentivized for switching my current lawn to a native/low-water grass blend?
While switching to drought-tolerant lawn varieties is encouraged, Utah Water Savers programs cannot incentivize any type of lawn.
Can I trim my plant strip plant to comply with the height requirement?
No. As plant height is a pedestrian safety issue, the mature height of park strip plants must meet this requirement. This is to ensure that the plants will stay this height even if unmaintained or the home changes ownership. For this reason, it is recommended to keep the plant tags for your park strip plants to verify they do not exceed the height requirement.
Can someone come to my property to check my project before my final inspection?
You can reach out to technicians any time throughout your project on the messaging portion of your portal with questions about eligibility. You can even schedule a time for a call to make sure you are on the right track.

Complete your application by uploading photos of your current yard and adding a landscape plan (professional designs are not required. However, the submitted landscape plan must be unique to your property/project).
A Utah Water Savers technician will review your application.
Why do I need a landscape plan?
A landscape plan helps to determine your project's eligibility, helps you meet the program requirements, and allows program staff to provide feedback tailored to your project.
Do you have a paper/analog version of the application?
Due to the high volume of applicants, we only have a digital version of our application.
I have applied for landscape incentive program. When it will be approved?
Our technicians review new applications daily. During certain times of year, the volume of applications may take several days to review. If you have not heard from a UWS technician within two weeks of submitting your application, log into your account and select 'Ask a Utah Water Savers Technician'.
How long does it take to receive my incentive?
Once you have completed a project, scheduled a final site visit, and signed your agreement and W-9, the incentive will be sent within 90 days.

How do I reschedule my appointment?
Sign into your UWS account and navigate to your user dashboard by clicking here. Once at your dashboard, next to the Landscape Incentive, click on the 'reschedule' link under the scheduled visit info.
Why do I need to sign a W-9?
Since the incentive amounts often exceed the federal reportable limit for income taxes, we are required to collect a W-9 for each application.
How many rebates may I request?
Rebates are limited to one rebate per property every five years.
How much water will I save with a smart controller?
Actual savings may vary, but WaterSense estimates that up to 15,000 gallons of water could be saved annually by replacing a standard controller with smart controllers.
What is a Smart Controller?
Smart irrigation controllers can adapt your watering schedule based on weather and landscape needs. This means your yard will only be watered when it actually needs it.
How much is a rebate?
You can receive a rebate up to $100 for your WaterSense-labeled smart controller. Rebate amounts are based on the actual money spent and exclude shipping fees and taxes.
How do I know what kind of controller to buy?
Look for a WaterSense label when purchasing your new smart controller. To see a full list of qualified products, visit the EPA website, below.

How do I know if my old toilet qualifies for a rebate?
Any toilet manufactured before 1994 will qualify for a rebate. If you don't know when your toilet was manufactured, check the inside of the toilet tank for the manufacturer's date stamp.
How do I know what kind of toilet to buy
Look for a WaterSense label when purchasing your new toilet. To see a full list of qualified toilets, visit EPA's website, below.

How much is a rebate?
You can receive a rebate up to $150 for your WaterSense-labeled toilet. Rebate amounts are based on the actual money spent purchasing a high-efficiency toilet and exclude shipping fees and taxes.
Can I receive a rebate for more than one toilet?
Yes, you can receive rebates for up to two toilets per property.
